This is EDF specific and I was prepared to think it was just a side effect of the game, but now I have found out that it is reproducable. But for some reason after this happens, I must flip the PSU power switch off then back on to get the PC to work again.The power button won't do anything until then.

This is most likely not a bug but a hardware failure. (to be fair, those smoke effects are drawing way more power than they should due to poor coding) The fact that it happens when you shoot while looking at the ground which is the most demanding case of figure in the game beyond playing end-game air raider in a city block tends to indicate your PSU is either failing or insufficient when the GPU or CPU are drawing more power.

If you have to turn the power supply off and on again to restart your computer that means your power supply encountered something potentially dangerous and went into protection mode to prevent damage to the rest of the computer.
